From what I understand it is not the mods them selves that are illegal but if the mods make your car not pass emissions than it is illegal.
Now that I think of it, I do remember reading that a car is illegal if anything is changed from stock.

It is a law in Colorado. Any modifications of any kind that are not OEM is technically illegal. Which means, if you own say a 65 mustang and can't buy a stock part for your car, there is no way to make it legal. Which is bullshit, and noone will ever even notice, but technically it is illegal to modify anything. Even interior pieces, because technically it could be a distraction to driving... gotta love CO

Actually, the law says it's legal if the purpose of the vehicle is off-roading.

I'm almost positive that is not true. I had DC headers on my Honda, it said on them 48 state legal, excluding CA and somewhere else, and then was told by a cop, that that doesn't matter. Maybe all the cops I've asked about this are just being assholes and trying to get me to not upgrade my cars (which makes sense) but they all seem to say the same thing. If they can see its aftermarket, then its illegal. I have no proof for anything, but I've definitely done my fair share of asking around. Especially cause one of my best friends neighbor and wife were cops, and we talked to him alot. He would even pull me over randomly to say "hey" way back in the day. Scared the shit out of me everytime, haha.

OK, got word back from my deputy friend. He said, "You can do just about anything to your vehicle within reason." He said the law on the books about modding your suspension away from factory parts was ruled unconstitutional, and that while some cops will try to enforce it, he personally does not.
He said other than that, if your car is safe and can pass emissions, mod away! (And in fact, he drives a lifted, heavily modded truck, and it IS street-legal...)

I love cars in mexico, seems like they can do what they want.
I had my geo tinted hella-black, with all kinds of tint/stuff/crap on the windshield, and got a $50 ticket for it once, just paid it and kept the stuff on...
BUT the car looking the way it did, got me pulled over all the time, they would run my name and saw no record they always let me go... Ended up being more stress than it was worth
next car: legal tint, legal everything, don't want the attention.

Cops can blow me...well not actually, but I got pulled over 1 month ago here in Brighton. Cop pulls up behind me on the busiest street in town, I was doing at least 8 under the speed limit, so I was like WTF. He comes up to the car and orders me out of the car and makes me sit on the curb. Ask me 3 times who the car belongs to, doesn't believe the car is mine and then ask me why I have DV Colorado plates and where did I get them. Finally ask for my registration and insurance. Ask me again who the car belongs to...tells me to get back in the car. Runs my info, comes back up to the car, tells me my windows are illegal, I tell him that the car was purchased in Nevada and that is the standard tint and it comes with the car. Then the dude starts asking me questions about Vegas, tells me that he has seen me at the grocery store and ask how long I've been in town for and wants to know where I hang out...at that point I was just pissed. Took my warning and went on with my day. About 4 hours later I was in my front yard with my dog and same cop rolls by my house and honks and waves. Cops if you want to talk to a chick, you don't have to make her sit on a curb. Hater.
Oh and everything on my car is illegal, tint, tails, lp cover, no front plate and other than that idiot, I've never been pulled over in the 2.5 years I've lived here.

There are actually idiots who do that? Wow. Every cop I've dealt with in CO has been very professional and cool. But I never dealt with the Denver ones....

It is these idiots in small towns like Brighton who have nothing better going on. I wanted to file a complaint, but figured that it would make me a big target for the other douche cops here.
I'll remember never to drive through brighton haha! But yeah I've mainly dealt w/ Denver cops, and they usually will be the bully at first then lighten up and everything is fine. I remember getting pulled over in my 3 literally right as i turned into the parking lot at work. The cop said I was speeding, cutting people off, driving agressively, squealing tires (which my car didn't have the power to do that in the first place, whatever) and from there started threating to take my car for a year where I had to pay all the fees and yada yada. He let me off with a warning, and then asked if one of my bartenders was working which I said yes, so he asked if I could tell her hi for him. Haha turned out he was the brother of her ex lol. So the whole time he knew who I was and was just screwing with me.
The other time I got pulled over in my 3 I was driving stupid fast down I25 at 3 something in the AM trying to get to a friends who was having a breakdown after some guy was trying to break into her place. I was pulled over and sitting on the side of the highway before the cop had his lights on cause I knew I was getting pulled over when I drove past him, so I'm sure that helped. But after telling him what was going on he gave me my stuff back and said, "well looks like you need to hurry up and get outa here, but slow down!" I'm not sure how to hurry up and slow down at the same time, but I wasn't gunna argue haha.
