Then the module (under the dash or in fuse box) it communicates with has probably been removed.

oh, don't get me started. If you do crack it open, make sure to shut your eyes...otherwise your face will melt and stuff.

Honestly though, looks like an immobilizer fob for an alarm that is no longer present. Next time you swing by we can peek under the dash for any evidence of a system.

I've heard of alarm systems that have a remote alerting system, some of which have a 1 mile range. It might be part of an alarm system that alerts you if your alarm goes off. Just a guess.

Mystery Solved!

Finally solved the mystery. This is a keyfab for a LoJack unit installed on the car. So If anyone seems something like this, it is possible it is a LoJack car and needs to get it activated.
