12/22 - UPDATE
The new turbo has been in "break-in" mode for the last month, seemed it only liked to get 12psi throughout the range, no matter what. Diagnosing and troubleshooting the issue has taken the better part of a month, and am pleased to say the issue will be remedied today with a new Wastegate Control Solenoid Valve (if UPS shows today, lol). Seems that when my last turbo went out, the solenoid was burned out due to the amount of pressure the cold side saw on the 4mile drive home with the turbo free-spinning. Also, I had an open circuit on the 1H wire on my Standback harness, (clutch switch wire). A new harness should arrive tomorrow, and I am so giddy about about it. As long as everything else is good, I should be posting dyno numbers later in January. More updates as they come..
