No, that is just something that Josh was playing with.
In the next release of IPB (IPB3), they are rewriting all the BBCode and will include a media tag so we can add Videos and the such.
So, to tie all you video hungry boys and girls over, I added a custom BBCode that you can use now for YouTube.
Works like this:
If this is the URL for a Video from YouTube -
http://www.youtube.com/watch?v=GuMMfgWhm3gTake the video ID (GuMMfgWhm3g) and embed it like so:
Result:

Will it work with other video like Break.com or our own vids from photobucket when IPB3 comes out?

No this is just for you tube. I should be able to add more for other sites like Break.com if there is a call for it.
As soon as I know more from IPB, I'll post up.

livin it up? start randomly banning members, start with yourself!
also I am sure this has been discussed before but it would be neat to have pics of previous meets/shows up there where this google/youtube/video bar is.

Not a fan of the google search bar, as there's really no need. Not sure I'm a fan of the Youtube strip either. Top of the page looks cluttered.

Here is my brother in law running at Test and Tune against a Twin Turbo Vette. The guy in the vette was really cool and hadone bad ass car too.

Google search bar is there to test the waters thats it.
These things will be moved around on the site its not just going to stay at the top. Just gauging interest right now. Someone has to do SOMETHING vs nothing.
