Hmmm red flags for me are:
-owner claims excellent condition but there's a hole/damage on the bumper
-seems like it may have been modded to hell
-still has dealer plate-placeholder meaning this guy hasn't had it that long.

Sounds like he's trying to get out of a loan or something...

And it's a V4. I didn't know that MS3 has a V4.

I mean it seems sketchy but if the dude is just dumb I'd want someone to take advantage of it

Way sketchy. The dealership the tag is from is in Ontario, CA. Either the car is hot, or it's a scam.

I have a V4!? Awesome! This whole time I had no idea how awesomely V my motor was!

And geo nailed it with this, "-owner claims excellent condition but there's a hole/damage on the bumper". That was my first thought.

Edit: that might not be a hole/damage. That is where the front tow hook goes so the cover is missing in the photo, but still.

Also, how is 41k miles very low? That's over 10k miles a year and possibly as much as 13k since the 14s aren't even out yet. That's hardly low, that's average.
