Anyone know what tool I need?

I'm trying to remove the front plastic splitter that resides under the front bumper. It's the silver one at the top (x2). Looks like about an 1/8"-3/16", circular, with 3 prongs on the outer perimeter.

I think they're the type of rivets that kinda wing out. The pic isn't that great so it's hard to tell.
