Might not be lacquer, I don't remember for sure. That's what sounded right.

I wouldn't do it until I have a backup set of lights on case I screw up.

I think the pro paint places have cleaners for plastics. Lacquer is bad for plastics. Another thought, but perhaps too much work, is a polish kit for headlights. But I agree, get it right the first time is the key. Get a chunk of plastic (boneyard or home improvement) and experiment.
