Plastic wheel well liner removal?

So you might remember that I hit a curb on some ice a few weeks back. I've had a bit of an issue arise since then. The bumper was already dented and messed up and needed to be replaced, and didn't seem that bad at first. What I didn't notice was that the plastic liner in the driver side front wheel well was loose. So my tire started to obliterate it. A large portion of it is already gone, and the car sounds like death when it comes loose (I've tried tucking the hanging portion behind another bit of plastic and a little metal bar, but it never stays for long), especially while turning. At this point, it isn't really doing anything but making horrible noises as far as I can tell, so now I need to know whether or not it would be dangerous to cut off the part that's hanging loose. The image shows about where the plastic is coming off and hanging loose, and a large bit of the liner has already disintegrated/been torn off in the middle (between the outer and inner edge of the wheel well) of that section. From the red line on down to the left, it's not attached anymore and it flapping around while driving hitting the tire. From the red line to the right it's fine.

Tl;dr version:
Would it be dangerous to cut off the part of plastic wheel well liner (part is already come off) from the red line down? It's not attached because of damage to the car and is scraping against the tire while driving.

I think it'd be fine, after removing that part I'd cut/make a long piece of plastic to cover the hole, and screw it in along its edges (like cheap mud flaps)

That'd b to keep the snow out, otherwise it could pack in there,

Just cut whatever is rubbing off. I would be quick to replace it though. Call some junkyards see if they have the liner. I'd do it quick just to keep snow/water from getting up there and getting things dirty. Other than that it should be fine.

Thanks. I think I might cut it off for now and find something to cover up the hole left, but hopefully it won't be too much of an issue (only supposed to rain this sunday and be nice as far out as weather.com goes out, but who knows it could change). I would call and see, but I also need the new bumper too because the bumper is hanging down lower so I wouldn't be able to fully attach the liner. I'm probably going to order the parts from http://onlinemazdaparts.com/ when I can. Possibly the liner first, then the bumper and a side marker eventually once my dad pays off the balance on my credit card (well his, but he let's me use it when I need to to take care of the car and if I'm desperate like I don't have enough cash to buy lunch or something when I thought I did). I can't do it all at once though, doesn't have a high enough limit. And I'll likely need help installing the bumper and liner, but whatever
