You bought your car new in state? If so, then you are exempt for 5 years. If you bought it new but in a different state, then you have to get it smogged every other year.
And I believe that even if you drive by that truck on the freeway onramp and you pass emissions, you still have to pay the fee- you just don't have to go into the emissions testing place.

I believe, and someone correct me if I am wrong, but on the MS3 and MS6 there are two cats. One in the downpipe before an O2 sensor and one after the O2 sensor. The second Cat can be replaced with a test pipe with no ill effect to the car or the sensors that the ECU monitors. The second Cat was put there on all cars due to the stricter emmissions laws in CA and NJ I think and therefore you should be able to pass emmissions in CO without the second Cat.
However, if the tester is anal and figures out that there should be a second cat and does an undercarriage visual inspection on your car and sees no second Cat, expect one hell of a fine.
I would just put your second cat back on for the emissions test when it comes along. Or if you're feeling lucky leave it off.

Again, I bought my car not knowing it would be this hard to pass emissions. I knew it didn't have a cat and had planned on putting one on, but I didn't know that it had all the other emissions equipment removed. Like I said that's nobody's fault but my own, so I'm not faulting CO law. However, they changed the laws right after I bought it. For all vehicles '93 and newer, emissions standards here are now just as strict as they are in CA, I'm pretty sure. Though I guess it's different in Josh's case since he just bought his car
The emissions stations WILL do a visual inspection, it's required by law, but they cannot fine you for not having a cat. Besides, they're probably not smart enough to know which cars need which cats, have you seen the people that work there? LOL anyway, as long as it looks like it has a cat, and an oxygen sensor, they'll test it.

I'm putting my first cat back on soon- not because of any upcoming smog tests (although I am due in December), but because I'm tired of the increased noise from all the "go-fast" parts I've added and I'm returning my car basically back to stock. Plus college kids are out working their summer jobs and have money to spend- so I'm going to have parts for them to buy!

Maybe it's just because I have a car that looks and sounds like it could be racey...but that was the first thing they did with my 7. Same with my old G35, and my 240SX before that. I'm pretty sure that, by law, they're required to do a visual before they can test. Some places may be more lenient that others, though.
