Slammed BMW wagon?

Saw this on my way into work. Rear end was bouncing all over the place with major camber issues. Best part, it was driven by a guy who looked to be about 70 years old.

I think intentional. They'd have to be missing to sit that low I would think

Even with dead shocks it wouldn't sit that low because the springs are what determine ride height. From the bouncing though I'm sure whatever this guy or a previous owner did with the springs killed the shocks.
